Aliyah – with Premium Legal Services

Aliyah

Making “Aliyah” to Israel is a dream come true for many Jewish people around the world.
The Law of Return allows every Jewish person living in the diaspora to immigrate to Israel and receive Israeli citizenship.

Aliyah is more than a legal process — it’s the start of a new chapter. At Zari Hazan & Co. Law Office, we built a single service envelope that accompanies you from the first eligibility check all the way to the keys of your first home in Israel — including tax planning, guidance through the authorities, and help finding the right place to live — so you can focus on what really matters: starting your new life here.

How do I start the process?

Before making Aliyah, you will need to collect the relevant documents proving your Jewish religion and other identifying documents. The Jewish Agency helps “Olim Chadashim” (new immigrants) with a basket of benefits, but the immigration and integration process into Israel can still be complex due to cultural and language differences. At the beginning of the process, we will verify your eligibility for immigration and collaborate with all the relevant parties until you receive a visa to Israel.

Our full envelope of services — from A to Z

1. Eligibility check

We examine your eligibility for Aliyah under the Law of Return, and identify the right track for you and your family members.

2. Gathering and organizing documents

Guidance in locating, translating and verifying the documents required to prove eligibility — including cases where documents are missing, old, or require special verification.

3. Liaison with the authorities

Guidance with the Jewish Agency, the Ministry of Aliyah and Integration, Israeli representations abroad, and the Ministry of Interior, through to receiving your visa.

4. Tax planning before Aliyah

Building a personalized tax plan with our tax department, aligned with the updated 2026 tax benefits (details below).

5. Finding a home in Israel

Assistance finding a rental or a property to purchase, matched to your budget and preferred area — with awareness of the considerations unique to olim, including the special purchase-tax rules that apply to new immigrants.

6. Business and employment integration

Legal guidance in opening a business, employment contracts, and labor-law matters relevant to a new immigrant in the Israeli market.

7. Contracts and agreements

Review and guidance for rental agreements, property purchases, and other transactions needed during the first period of settling in.

8. Your legal home after Aliyah too

After citizenship is granted, we continue accompanying you for any ongoing legal need — from personal status matters to issues with the Ministry of Interior.

The following is general information only, and does not constitute personal tax advice. Every case is reviewed individually with the firm’s tax specialist, based on your specific circumstances.

After the Aliyah

Law Office Adv. Zari Hazan and Co. is an office that provides personal and devoted legal services to each and every client, especially to those who made Aliyah and need our guidance in settling down in Israel. At the end of the process, we will be your home for any legal consultation to help you obtain the best possible accommodation in the State of Israel.

Zari Hazan & Co. Law Office was established in 2004 by Adv. Zari Hazan, a graduate of Herzliya Interdisciplinary Center, a former collaborator in the media world, and an expert in immigration.
Adv, Zari Hazan serves as Chairman of the Israel Immigration Committee in the Israel Bar.

Why 2026 is a significant year for Aliyah

At the start of 2026, a new temporary law came into effect: the “Law for the Encouragement of Aliyah to Israel and Return to It (Temporary Order), 5786-2026.” It grants a tax exemption on earned income (salary and business income) produced in Israel, in addition to the tax benefits already available to new immigrants (such as the exemption on foreign income and tax credit points). The order applies to anyone who became an Israeli resident for the first time between November 5, 2025 and December 31, 2026 — meaning there’s a limited window of time, which directly affects the optimal timing of Aliyah for anyone with earned income in Israel.

The exemption is spread across five tax years (2026–2030), up to annual ceilings that decrease over time — so the actual date of arrival carries real financial weight. Getting the timing of your Aliyah right, together with professional guidance, can meaningfully change the financial picture of your first years in Israel.

Good To Know

Who is eligible to make Aliyah under the Law of Return?

A Jewish person, their spouse, their children and grandchildren, and the spouses of those children and grandchildren — subject to the conditions of the Law of Return. We check your specific eligibility already at the first consultation, including borderline or complex cases.

What documents are needed to start the process?

Mainly documents proving Jewish status (for example, a birth certificate, ketubah, or community documents), a birth certificate, a passport, and in some cases additional documents depending on family background. We guide you through locating, translating and verifying every required document.

How long does the process take until the visa is granted?

Timing varies with the complexity of the case, document availability, and current workload at the representations and the Jewish Agency. Straightforward cases can move relatively quickly, while more complex cases may need additional time for clarifications. At your consultation, we’ll give you a realistic timeline.

What changed in the tax benefits for olim ahead of 2026?

A new temporary order came into effect granting a tax exemption on earned income produced in Israel, in addition to existing benefits, for anyone making Aliyah or returning to Israel between November 2025 and the end of December 2026. The exemption is staggered across several tax years and depends on meeting residency conditions in Israel. This is a significant change worth reviewing with a tax specialist before setting your actual Aliyah date.

Are there special benefits for buying an apartment as a new immigrant?

Yes — an oleh purchasing a single residential apartment may be entitled to an exemption on part of the property’s value up to a certain threshold, and a reduced purchase-tax rate beyond that. We check your exact eligibility and also guide you through the legal side of the purchase or rental transaction itself.

How does the firm help with finding a place to live?

As part of our full-service envelope, we help identify neighborhoods and areas that match your needs and budget, and provide legal guidance through the rental or purchase agreement — so you don’t have to navigate this stage alone, without familiarity with the local market.

What happens if my case is complex, or I've already received a refusal?

This is exactly the type of case where our experience makes the difference. The firm specializes in handling complex cases with the Ministry of Interior and the Jewish Agency, including appeals and prolonged clarifications, through to a resolution.

What happens after I receive citizenship?

We continue to serve as your ongoing legal home — for any need that arises afterward, from Ministry of Interior matters to real-estate transactions, setting up a business, or any other legal agreement.

I want to thank from the bottom of my heart and on behalf of my family Zari Hazan, an outstanding lawyer, and all the women in the office, his right hand, for the great success (precedent) he achieved for our family.

This comes after years of trying to act alone. We have now gained peace and tranquility.

Now we are waiting for the next win and precedent with another family member… Wishing all of us success 🙌 You succeeded once, we know it’s only a matter of time until the next success. Thank you so much 🙌🙌🙌🙌
