Who needs a residence and entry visa to Israel?

A residence and entry visa to Israel is essential for any foreigner wishing to enter Israel who is not a citizen of countries with which Israel has mutual agreements, such as the European Union, United States, Canada, Russia, Japan, and other countries. Citizens of these countries may enter Israel for a period of up to three months without a visa.

Citizens of other countries need a tourist visa to enter the country, a B/2 visa intended for a short stay in the country of up to three months. The application for this visa is submitted at the Israeli embassy in the tourist’s country of origin in accordance with the Ministry of Interior’s procedure for granting B/2 entry visas.

In addition, Israeli citizens whose spouses reside abroad and wish to enter Israel for permanent residence must submit a request to the Ministry of Interior along with the relevant documents before their arrival in the country.

Any citizen wishing to apply for a permanent residence visa, meaning they wish to settle in the country, must submit an application for a residence visa to the Ministry of Interior in Israel according to one of the Ministry’s procedures that grant a foreign citizen the possibility to live in Israel if they meet the conditions of that procedure. These relevant procedures include: the procedure for arranging status for a foreign spouse married to an Israeli citizen, the procedure for granting/extending A/2 type stay for foreign students, and more. Without meeting the conditions of the procedure, the visa application will be refused, and it will be necessary to resubmit it or appeal the decision.
